The independent review criticized the school.
Not for ignoring reports entirely.
They had responded.
But they treated each report as isolated.
Six dollars.
Cards.
Shove.
Seat conflict.
Mean words.
No one created a cross-incident pattern log until the recorder surfaced.
Assistant Principal Ellis had notes.
Counselor had notes.
Transportation office had driver reports.
Different systems.
No one combined them.
Then language.
Several records described:
“peer conflict between Rosalie Hayes and Collins siblings.”
That implied symmetry.
Sometimes accurate for Rosalie and Jasper.
Not accurate for Brady and a seven-year-old.
Age difference mattered.
Power mattered.
Another phrase:
“students should avoid tattling and use adult support appropriately.”
Rosalie heard:
tattling.
Ellis had not intended that.
Still harmful.
The district corrected training.
Reports involving repeated older-younger student conflict would be cross-referenced.
Transportation incidents would be included in school behavior review.
No automatic punishment based solely on accusation.
No encouragement of secret recording either.
