Frank owned the carousel.
Not the whole fair.
Mercer Amusements operated six traveling rides at regional fairs.
The carousel had belonged to his father.
The accident was caused by metal fatigue in a mounting assembly.
Inspection records became their own problem.
County investigators found required maintenance had been delayed.
Was Frank criminally responsible?
Not automatically.
He had assigned maintenance to a manager.
Still, company records showed cash problems.
Parts orders postponed.
Insurance premiums late.
Frank’s business was struggling.
Why did that matter to Emily?
At first, it didn’t.
Then I saw the bank name on a statement inside the letter box.
Mercer Family Trust.
Not adoption.
Money.
I asked Frank.
