Why the difference?
The original appraisal assumed:
Limited road access.
Wetland restrictions.
No resort development.
But internal Norwood emails showed they were already discussing infrastructure expansion.
If appraiser had known, valuation likely higher.
Was that intentional concealment?
Investigators needed proof.
One email hurt Gretchen badly:

That explained urgency.
Then Pine Ridge independent valuation returned.
Alder Crest’s $48 million offer was low.
Fair range:
$55–61 million depending on conservation restrictions.
Alder Crest increased to $57 million.
Good.
Review improved price.
Not obstruction.
Then the conservation adviser objected to removing one public trail and two historic cabins.
Negotiations continued.
Gretchen called the review “economic sabotage.”
