Chapter 8 - THE FILE FROM 1998
A search of archived child-welfare records required legal authorization because the files involved minors and protected information.
When the court approved limited access, Ortiz found a report from 1998.
The child named in the file was Anna Miller, age eleven.
The report had begun after a school nurse documented bruising and Anna told a counselor, “The snake comes when Mom leaves.”
The phrase was nearly identical to Emily’s notebook sentence.
Anna later recanted.
She said she had been describing punishment with Robert Miller’s belt, whose buckle was shaped like a rattlesnake. Evelyn confirmed that Robert used the belt for discipline but denied excessive force.
Thomas, then fourteen, told investigators his sister lied for attention.
The case closed after Anna withdrew the allegation and the family moved her to another school.
No report accused Thomas of abusing Anna.
The document revealed something different.
He had been trained to protect the explanation.
“The belt story,” Ortiz said.
Daniel read Thomas’s old statement.
My sister hates rules. Dad showed us the snake buckle so we would remember to behave.
Thomas had repeated nearly the same language during his current interview.
The child-welfare report included a handwritten note from the school counselor:
Anna initially stated “snake” did not mean the belt. Mother entered room. Child changed account.
Evelyn had been present when Anna recanted.
Ortiz requested another interview with her.
Evelyn declined.
Through her lawyer, she denied deleting camera footage or knowing the cloud-account password.
Subscriber records for the M.Miller recovery email pointed to an account created under the name Margaret Miller.
No Margaret appeared in Thomas’s immediate family.
The billing address was a private mailbox.
Payments came from a prepaid debit card purchased with cash.
The cellular connection used during the deletion passed through a tower near Evelyn’s neighborhood, but tower data alone could not identify a specific person or precise house.
At Sarah’s old apartment, Julia and Detective Ortiz reviewed property still stored by the landlord. Most belongings had been boxed after her death.
Inside a kitchen drawer, Julia found a receipt from a private investigator named Lewis Grant.
The service description read:
Locate A.M. / Miller family history.
Lewis remembered Sarah.
“She believed her sister-in-law was alive,” he said. “I found a woman using the name Anne Mercer, but she refused contact.”
“Did you speak to her?” Ortiz asked.
“Once.”
“What did she say?”
“That Thomas was dangerous, but not in the way Sarah thought.”
“Explain.”
“She said Thomas had become the family’s new keeper.”
“Keeper of what?”
Lewis opened a locked filing cabinet and removed a retained copy of his notes. Sarah had authorized him to preserve them if she died.
According to the notes, Anne Mercer told him:
Robert began the secret.
Evelyn protected it.
Thomas inherited it.
The wording did not identify a specific offense. It could refer to abuse, family violence, blackmail, or a broader pattern of concealment.
Lewis also photographed Anne before she disappeared.
Julia recognized the woman immediately.
She had seen her at Sarah’s funeral.
Anne stood at the far edge of the cemetery beneath a dark umbrella.
At the time, Julia assumed she was a former recovery counselor.
The photograph showed Anne watching Thomas.
Not Sarah’s grave.
Ortiz asked whether Sarah had received the investigator’s full report.
Lewis shook his head.
“She died before our final meeting.”
“Did Thomas know she hired you?”
“I don’t know.”
Lewis opened a second folder.
“Someone did.”
Two days after Sarah’s death, a man entered his office using Sarah’s signed authorization and collected copies of the photographs.
The authorization was later determined to be fraudulent.
Lewis had preserved lobby-camera footage.
The image was grainy but clear enough to show a tall man in a baseball cap.
It was not Thomas.
Julia leaned closer.
“I know him.”
The man was Michael Miller, Thomas’s cousin.
